Three Cities, One Question

Holding a single research question constant across Lagos, Abuja and Kano, this comparative study asks which infrastructure decisions create access barriers invisible to standard transport statistics. A ward-level infrastructure quality index shows that quality, independent of distance, predicts a substantial share of the gap in reported accessibility across all three cities.
